Stacking IFA Down Payment Assistance With Local Employer, City and FHLB Des Moines Grants — Iowa Home Unpacked
Updated October 2026
Combining assistance can reduce an Iowa buyer’s upfront cash requirement, but stacking is an approval process, not simply adding advertised grant amounts. Each funding source can impose income limits, occupancy rules, eligible-cost restrictions and repayment conditions. Start with a lender that can coordinate all proposed sources before you commit to a closing date.
Establish the IFA foundation
The Iowa Finance Authority offers FirstHome for eligible first-time buyers and Homes for Iowans for eligible first-time and repeat buyers. The latter has an income limit of approximately $183,960, although the current program guidelines determine eligibility.
Assistance options include a $2,500 Down Payment Grant or a 5% Second Loan. The second loan carries 0% interest and no monthly payment, but generally becomes due at sale or refinance. Deferred repayment is not the same as forgiveness.
Eligible military buyers may also qualify for the $5,000 Military Homeownership Assistance Program grant, which can be combined with IFA loans subject to program requirements and available funding. Have the lender confirm the reservation and documentation process early.
Screen each additional funding source
City programs may target particular neighborhoods or income bands. Employer benefits may depend on employment tenure or continued service. FHLB Des Moines assistance is generally accessed through participating member institutions rather than a direct consumer application, with availability and requirements varying by program.
Create a funding worksheet:
| Source | Question to resolve |
|---|---|
| IFA assistance | Which option fits the approved first mortgage? |
| City assistance | Is the address eligible, and is funding reserved? |
| Employer benefit | Does leaving employment trigger repayment? |
| FHLB assistance | Is the lender participating and funding available? |
| Military grant | Are service and purchase requirements satisfied? |
Ask whether household income is calculated differently across programs. One approval does not establish eligibility for another.
Reconcile assistance with actual closing costs
The lender must approve subordinate financing, combined loan-to-value treatment and the allocation of assistance to eligible expenses. Programs may limit cash back, prohibit duplicate reimbursement or require a minimum buyer contribution.
Build a baseline with the closing cost estimator. Then compare the remaining buyer contribution with funds documented through an Iowa homebuyer savings account.
The Consumer Financial Protection Bureau explains the final Closing Disclosure. Check that every approved source appears correctly and that any second-loan obligation matches its signed documents. Keep money for moving and emergency repairs outside the assistance calculation.

Editorial Methodology & Primary Sources

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
